He speculated that countries are failing not only because they are lacking in financial resources but because they have failed to develop guidelines and agreements that govern the movement of health care workers.“It is not merely that the world is not training enough health care providers, which is a fact, but there is an inequity in how we use those we have trained.”And in order to arrest this problem, Dr Ramsammy is optimistic that through the PAHO Biennial Programme consultations better regional and global initiatives can be developed to deal with the inequity of human resources.
